The website describes that your home is a House in Multiple Occupation (or Houses of Multiple Occupancy) (HMO) if both the following apply:

•  At least 3 tenants live there, forming more than 1 household (where a household is either a single person or members of the same family who live together.
•  You share toilet, bathroom or kitchen facilities with other tenants

Your home is a large HMO if all of the following apply:

• It’s at least 3 storeys high
• At least 5 tenants live there, forming more than 1 household
• You share toilet, bathroom or kitchen facilities with other tenants

and can include:

• A house split into separate bedsits
• A shared house or flat, where the sharers are not members of the same family
• A hostel
• A bed-and-breakfast hotel that is not just for holidays
• Shared accommodation for students – although many halls of residence and other types of student accommodation owned by educational establishments are not classed as HMOs

As a landlord of such properties you have extra legal responsibilities which are in place to reduce the risk of fire and also to make sure that tenants have decent facilities plus the following:

• Proper fire safety measures are in place – for licensed HMOs smoke detectors must be installed
• Annual gas safety checks are carried out
• Electrics are checked every 5 years
• The property is not overcrowded
• There are adequate cooking and washing facilities
• Communal areas and shared facilities are clean and in good repair
• There are enough rubbish bins/bags

As a HMO landlord you must acquire a licence from the council unless they are managed by a housing association, co-operative, council, health service, police or fire authority. Licences usually last for 5 years but councils can grant them for shorter periods.
